Piracy: LALIGA becomes the first foreign body to block IPTV sites & services in France

"LALIGA claimed another victory in the fight against piracy after a Paris (FRA) court ordered (on 07/05/2024) the blocking of websites and IPTV Television via IP, which is distribution of the TV signal via Internet Protocol.

The dynamic nature of the order means that its effectiveness can be extended to illegal sites and servers discovered after the order has been issued. "The interim relief judge ordered Internet Service Providers (ISPs) to implement, without delay, all measures to prevent access to the sites identified by LALIGA in its summons, as well as to sites not yet identified at the date of the decision," explained the Spanish football body.

"With this decision, LALIGA will now refer the case to Arcom Audiovisual and digital communication regulatory authority, created on 01/01/2022 from the merger of the Superior Audiovisual Council (CSA) and the High Authority for the dissemination of works and… (the French public authority in charge of broadcast and digital media) to obtain the blocking of any new site or service not identified at the time of the judge's decision, in order to prevent or stop the broadcasting of LALIGA EA Sports Spanish 1st Division (20 clubs); EA Sports (video game publisher) title sponsor for the 2023-2028 cycle and LALIGA Hypermotion matches, or any competitions it organises, which has its audiovisual rights exploited," added the body.


  • The measures to combat piracy of sports broadcasts in France (adopted in October 2021) have been effective since the creation of Arcom (merger of the CSA French Media Regulatory Authority (Conseil Supérieur de l'Audiovisuel) and Hadopi) on 01/01/2022.

France/Piracy: 2,086 domain names blocked by Arcom in 2023 (1,284 in 2022)

  • Arcom blocked 2,086 "illicit sports domain names" illegally broadcasting sporting competitions in 2023, compared with 1,284 in 2022, according to the French regulatory authority for audiovisual and digital communication in its report "Lutte contre le piratage de contenus sportifs et culturels - Bilan 2023" (Combating the piracy of sports and cultural content - 2023 Assessment), published on 30/04/2024.
  • Of these 2,086 blocked domains, 542 were as a result of court injunctions and the remaining 1,544 via notifications from Arcom.   • "These blocking measures mainly concern live streaming sites and around a hundred IPTV services. Nevertheless, the average processing time remains as efficient as it was in 2022, thanks to very good collaboration with rights holders and ongoing improvements to internal processes," explained Arcom.
